Gosford Council has received a petition with six signatures concerning five dogs kept at Korina Ave, Umina.
The petitioners stated that the owners go away most weekends and the dogs "bark continuously".
The petitioners have asked for council's assistance in the matter.
Council has referred the petition to its education and compliance department.
